Iran: qualification

Iranian Minister of Justice Gholam Hossein Elham expressed in a letter to Dutch Minister of Justice Hirsch Ballin his concern about plans to make a "anti-Quran"movie by Geert Wilders and asked for stopping insults against holy books.
He says Iran knows and respects the freedom of expression, and he points at Article 10 of European Convention on Human Rights.

This is the text:

ARTICLE 10

1. Everyone has the right to freedom of expression. this right shall include freedom to hold opinions and to receive and impart information and ideas without interference by public authority and regardless of frontiers.
This article shall not prevent States from requiring the licensing of broadcasting, television or cinema enterprises.
2. The exercise of these freedoms, since it carries with it duties and responsibilities, may be subject to such formalities, conditions, restrictions or penalties as are prescribed by law and are necessary in a democratic society, in the interests of national security, territorial integrity or public safety, for the prevention of disorder or crime, for the protection of health or morals, for the protection of the reputation or the rights of others, for preventing the disclosure of information received in confidence, or for maintaining the authority and impartiality of the judiciary.


The Guardian Council reinstated another 300 candidates who had been disqualified from standing in next month's parliamentary elections.
Last week, they already reinstated 280 of them.
Now 580 mainly moderate and reformist candidates have been reinstated.
Guardian Council spokesman Abbas Ali Kadkhodaie said he expects that the Council will reinstate more candidates over the next few days.
Friday, former president Akbar Hashemi Rafsanjani urged the hardline electoral watchdog to reinstate moderate candidates to enable them to stand for election.
Reformist leaders have said that even if the Guardians Council reinstates many more candidates their chances have already been ruined because they have lost valuable time.
In order to pass the vetting process, candidates must meet a host of criteria, one of which is showing sufficient loyalty to Iran's Islamic system and the system of clerical leadership enshrined by Ayatollah Khomeini.
